The decision layer above recruiting: build, buy, or staff.

Technology talent and workforce strategy is the decision layer above recruiting. It settles which capabilities you build in-house, which you buy as a product, which you staff with contractors, and how the technology organisation should be shaped to run what you have already committed to.

01 / 04Overview

How does Technology Talent & Workforce Strategy work?

Every technology plan is a hiring plan wearing a different hat. Adopt AI and you need data engineers before you need model expertise. Move to cloud and half your operations skill set becomes something you no longer employ. Most organisations discover this after the strategy is approved, when the roles turn out to be unhireable at the assumed cost or timeline. This practice front-runs that. We map the capabilities your committed plan requires against the ones you have, then decide each gap deliberately: build it internally, buy a product that removes the need, or staff it — permanently or on contract. The output is an org shape, a role-by-role sequence, and market context on what each role costs and how long it takes to fill, drawn from PRI Technology’s own recruiting desk rather than from a survey. Then, if you want, we fill it.

02 / 04Deliverables

What do you get?

Things that get handed over, not adjectives. Scope is agreed before an engagement starts.
  • 01

    Capability and coverage map

The capabilities your committed plan requires, set against what you have today — including the single-person dependencies nobody writes down and everybody relies on.

  • 02

Build / buy / staff decision per gap

Each gap resolved deliberately rather than by default: developed internally, removed by buying a product, or staffed — permanently, on contract, or contract-to-hire.

  • 03

Org shape for AI and data teams

How the function should be structured to run what you are committing to: reporting lines, decision rights, and where platform, product and delivery responsibilities actually sit.

  • 04

    Hiring sequence with market context

Roles in the order they should be filled, each with what the market currently pays and how long it realistically takes to fill — informed by PRI Technology’s live recruiting desk, not by a published survey.

Why us, specifically

Neither a pure advisory firm nor a consulting arm can honestly run this practice: the recommendation and the bench that fills it sit inside the same company. This is what "we staff what we recommend" means in practice.

03 / 04Fit

Is this the right engagement for you?

Who buys this

  • CIOs and CTOs whose approved plan implies roles they have not costed
  • HR and talent leaders being asked to hire against a technology strategy
  • CFOs weighing permanent headcount against contract capacity

Call us when

  • The strategy is approved and nobody has costed the people it needs.
  • Roles have been open for months and the specification keeps changing.
  • You are staffing by backfill rather than against a plan.
  • A capability rests on one person and everybody knows which one.
  • You cannot tell whether to hire permanently or contract for the next two years.

04 / 04FAQ

Questions we get asked

The relationship is stated openly rather than hidden: PRI Technology is an IT staffing firm, and this practice can hand work to it. The engagement is bought and delivered on its own terms, and "build it internally" or "buy a product instead" are outcomes we return regularly. If every assessment concluded that you should hire contractors, the advice would be worthless and so would the practice.

The whole function. AI and data are where the gaps are most acute right now, but the same analysis covers infrastructure, security, delivery and executive technology leadership — the areas PRI Technology already recruits for.

That is a common outcome and we will say it. Buying a product, retiring the workload, or restructuring what you already have are all legitimate answers, and none of them puts a placement on the board.

Start with a conversation, not a proposal.

Tell us what you are dealing with. If it is work we should do, we will tell you what a bounded assessment of it looks like. If it is not, we will tell you that too.
